Standard Consumer Safety Specification for Toy Safety

ASTM International recently released the latest version of ASTM F963, a comprehensive standard in charge of Toy Safety for products aimed at children under the age of 14. This updated edition specifies essential requirements and testing methodologies crucial for ensuring the safety of children’s toys.

ASTM International has published ASTM F963-23, is the latest edition of the Standard Consumer Safety Specification for Toy Safety. According to the Consumer Product Safety Improvement Act (CPSIA) of 2008, toys manufactured for sale in the U.S. market after April 20, 2024, must adhere to the updated mandatory standard ASTM F963-23.

The revised standard introduces new performance criteria, clarifications, and adjustments aimed at toy safety and testing procedures. These changes affect technical specifications concerning toy acoustics, battery access, expanding materials, and projectiles, as well as provide clarity on phthalate requirements, exemptions for toy substrates, and tracking labels in accordance with federal regulations and CPSC guidelines.

This specification outlines requirements and test methods for toys designed for children under 14 years old, with varying age limits for different safety aspects. It does not address product performance or quality, focusing only on safety considerations. Companies should prioritize testing according to the latest AST F963 version. Official compliance awaits notification from the U.S. Consumer Product Safety Commission (CPSC), expected approximately 180 days after notification, tentative for April 20th.
