Senate Bill 1167, introduced by Senator Catherine Blakespear, proposes updates to California’s Vehicle Code to clarify definitions and rules for electric bicycles, mopeds, and motor-driven cycles. The bill would: Tighten classifications so only low-power bikes meeting legal limits can be marketed as e-bikes. Expand prohibitions on advertising or selling higher-powered vehicles (like e-motos) as e-bikes. Require accurate disclosures in advertising. Clarify equipment and labeling requirements, including identification for off-highway electric motorcycles, with certification by accredited labs for use on certain lands. The bill is currently in early committee review.
