Trend Watch: State Vehicle Code Compliance

Though much industry focus on compliance is at the Federal level, as cities permit more rideshare vehicles to operate within their limits, more are requiring manufacturers to use third-party labs to confirm compliance to state vehicle codes, as well as Federally mandated laws.

An example is California’s Vehicle Code that outlines requirements for both human-powered and motorized mobility products, specifying regulations for lighting, reflectivity, and even braking performance. User requirements such as reflective apparel, alternative lighting, age, and use classification are all defined within the codes.

ACT Lab recommends that manufacturers review U.S. state vehicle codes and bear in mind that there can be additional criteria for compliance. The California codes are linked below:

Bicycles: CVC Code 21201
Motorized Scooters: CVC Code 21223 and CVC Code 21235

Here’s what people are saying about ACT Lab

“Over the past 6 years, Triple Eight Distribution has worked with ACT Lab for 3rd Party Helmet Testing (CPSC 1203, ASTM 1492, CE 1385) as well as Chemical Testing for CPSIA/CE.

In addition to prompt professional testing services at ACT Lab China, I have frequently relied on the expertise of the staff at ACT Lab USA with questions about testing, best practices, labeling and packaging, even product development.

ACT Lab has been more of a resource partner than just a testing service, and I enjoy working with them.”

As global tariffs force manufacturing shifts, ACT Lab has set plans to open a new Vietnam product testing lab in 2020.

This lab will initially support the growing demand for testing wheeled products from numerous companies that have moved to manufacture out of China. Additional test capabilities will be added as the lab grows to service the immediate region and the many products manufactured by its increase of global suppliers.
